Not sure how to help you here. If the system says a mail has been sent, it most likely has. You mentioned you checked all folders (which we assume means you checked the junk folder).
Check to make sure your mail is not forwarded. In some cases that could be the problem.

I have tried absolutely everything and the only option I am left with is for you guys to either unlock any IP region lock that was placed on the account, or make an entire new account... obviously not wanting to level all the way up again so that would be pretty cool if you guys could manually remove the ip lock.
