With the sheer number of people playing, even with an expectation that a fair chunk will bleed off. What remains, many will either not actually have time to, or not be able to raid with the top players.
Some of those actually won't want to (I seem to remember in vanilla on live, there were MANY casuals who never actually made max level during the vanilla period).
So, why not have some social/RP guilds?
