Warriors weren't meant to be top DPS. The way class balance was suppose to work was based off of roles. Warriors were tanks, priests were healers, mages/rogues as pure top DPS, and the rest as hybrid and/or utility classes with sustainable DPS. Any class that went beyond their "roles" were victim to poor balance by the devs, and was usually fixed eventually.
This is the case with warrior, where their rage generation and gear scaling, one handed weapons being normalized to be competitive with two handers specificly, allowed them to out perform even rogues in some cases and was not fixed until TBC. This also broke PvP so some extent. In retail, warriors weren't the most picked class. As far as I remember, rogues and hunters were most picked, it is only on private servers that warrior became the most picked class.
This is my understanding of this but I could be wrong.
