Well, the server notice said something like "reverting" the changes, so it seems like we are back at where we were before.

From what I could tell on just a quick look through of my gear, and querying multiple items on the server... we seem to be back to where we were before maintenance.

As far as loot not dropping from bosses, it's obvious that was unintentional.
