Gl reaching exalted with darkspear at lvl 40 to buy the boe mount (if it works the same way as on the pvp server).
The normal bop mount you can buy at lvl 1 and store it.

You should check out the post above. And the fact remains, you can buy any bop mount as lvl 1, why lvl up to 40 for it.
