I've noticed this too in Wetlands. The coast used to be full of them, but now they're largely gone. Maybe I'm just running through after they've been tapped, or maybe there's something going on with the fishing nodes as well.

Within two hours the fix/restart, I found a single tin node in Westfall between Moonbrook and the coast. I haven't seen any nodes in Westfall or Elwyn since.

I'm not seeing the herbs in Duskwood, especially on Raven Hill graveyard, which is usually full of Moss. Its like when server restarts, it respawns some of the nodes, those get harvested but nothing else spawn.

At least its an interesting experiment to check, what would happen in real life economy if, for example, almonds would be no longer available. They are not needed for survival but for many luxury goods like they are so people would have to look elsewhere or dig deeper.

few minutes ago server restarted...when logged back I found a peacebloom and a silverleaf in Elwyn Forest...don't know if I was just extremely lucky or if they fixed it.

As of right now, western Loch Modan is devoid of herbs and ores. Seems like the server restarts just fixes these temporary.

Hopefully a fix isn't too far in the future. Best regards.

Yesterday 12.11.15 at night not re-spawning flowers in Elwing Forest and Westfall.

There was another server restart at 8am GMT to fix this, and it appears to have worked for Elwynn Forest! Nodes appear to be showing a new variety in where exactly they spawn. Although different each time, I was finding brand new ore nodes in places that would definitely have shown up on my mini map when I visited those spots 15-20 minutes before.
