1. National/nationalistic guilds,
2. Long-term levelling partners. Sooner or later it happens: my buddy is ill/away/imprisoned/married (which is the same)/bored etc so one of us is levelling faster than the other and we simply don't level in the same areas or even instances.

This is the case for me too. What I found actually works was creating 2 characters. One for leveling with your friend, one for leveling any time. This works as long as you aren't crazy about hitting 60 asap and if you aren't completely attached to one character. You could also level professions if there wasn't too much time that you play and your friend doesn't.
