For low level pvp they wont be happening outside level 19 twink wars.
This is true for many people, but not for everyone. Hundreds of people might be racing to a pve end game. That's fine. You don't need
"everyone", or even most people to do it to get something going. You only need 5 Alliance and 5 Horde in a given bracket to queue up at the same time to get it going.
For the first update, I managed to get as far into rank 3 as is possible for the level. I got standing 22. A good friend of mine focused on it much more, and got standing 2. I played a few games with the guy who got standing 1. But I've also met a guy who got standing 176, and a number of people in between. Given your standing is only measured against your own faction, this means that at least 176 Alliance players queued up before the first update.
If you want games - it's important to queue up, even though it can be inconvenient, and the wait sometimes long or even fruitless. The people who have responded, saying there won't be any action until 60, mean well, and only want to give information that they believe to be true. But if all the people who want BG's believe it, it will become a self fulfilling prophecy that did not have to happen.
So...
Queue up,
help others to queue up,
post information about your availability,
encourage others to do the same - and lets get something going!
