Not getting PvP flagged for killing opposed faction npcs?

Saw a horde killing the pvp half girl half horse things in Ashenvale, didn't get flagged. No it isn't normal, it's Nosnormal.

No, it's not normal. And of course you should get flagged as soon as you enter Elwynn Forest or Westfall.
I haven't seen any information on why they chose this unique twist to the normal server ruleset.

This one is actually normal, they are quest mobs and shouldn't get you flagged (didn't on retail). Faction NPCs, on the other hand...

On PvE servers you only get flagged if you enter an enemy capital. Elwynn and Westfall are not Alliance zones like they are on PvP servers.
