I play on Horde so I haven't ventured to Elwynn or Westfall. However, I have seen/killed a fair amount of rare mobs throughout leveling so they do exist.

Elywnn and Westfall are usually much more populated than the zones than the zones at higher levels such as Felwood or Un'goro Crater. Therefore, the chances of random players running into the rare mobs are killing them is much higher than that of less populated zones. If you're looking to killing a specific rare mob, I would suggest camping it's spawn point.

I killed two rare gnolls in Elwynn (each one twice), and a rare cobold in Fargodeep Mine.
Be prepared that most of rare mobs hit like truck or are higher lvl (usually +3) than nearby mobs.

I've killed a few rares, not all are hard to kill. Just avoid the murloc one in Southshore...

I can confirm the rare Harvest Golem (Foe Reaper maybe the name?) in Westfall spawns. Killed him with a small group. Dropped the white quality bag.
