That depends on your definition of power levelling.

If you mean mob tagging, then it is allowed - provided that you play your own character and a guildie play his character (i.e. you dont out your char on /follow etc.)

Also to avoid getting false reports for "power leveling" is there a better terminology for this service?

Yeah I'd probably say "mob tagging" as most people know of this.
