For a new player, which faction should I join for more PVE Opportunities Such as Raids/Dungeons?

It's the same for both faction.
It's only a matter of taste, they can do the exact same thing.

horde needs more players for faction balance, so I think you should pick horde

we have a 60% Ally to 40% Horde ratio atm. So naturally you would have "more Pve opportunities" on the bigger faction.

You would think that, but Alliance has two chinese guilds. Might as well say it's 40/40 split.

on a serious note, its horde 40% alliance 60%
better roll [H] to help balance the server

If youre a healer go horde
if youre a good tank go alliance
if youre a tank and youre not sure how your healer constantly dies but youre pretty sure it has nothing to do with you, go horde
Im completely unbiased.

Honestly play what you want. More horde would be healthy for the server though
