Nostalrius Begins - Quality wow vanilla realm (1.12)

I'm not sure if this is a bug or not, but I can't seem to activate the quest from the Monogrammed Sash from the giant off of Booty Bay. I'm currently level 43 so I don't think there are any restrictions for qualifying for the quest. Any help is appreciated.
