Chat being disabled for a few minutes at a time.

I have noticed that whenever I try to curse at someone my chat gets disabled for about 5-10 minutes on the PvE server. Is this intended or is it some kind of bug with the profanity filter? Its really detrimental that I be able to curse at strangers.

you need to get to level 15, then you can start flaming.

I noticed that too, I does seem to stop happening after level 15. Although they all together should just remove it.
