Tier loot messed up

So I noticed after the DM loot update that the tier gear is all messed up. My tier 2 helm is now completely useless, is this working as intended, getting fixed? I sharded my previous gear so... I need a restore if not.

Working as intended, the stats were wrong before and will be updated again with the AV patch.

They don't restore gear. We on the PVP server had garbage tier from the start of the server until we got AV, which was like 4 months.
