I do not think this is correct. They should come out 1.10 according to theses sources.

According to http://wowwiki.wikia.com/wiki/Patch_1.10.0 if you scroll down to the section "Items" on the second bulleted point it says "Many items in Blackrock Depths, Stratholme, Scholomance, and Blackrock Spire have been re-evaluated and adjusted to make them more appealing. In addition several new items have been added to all of these instances." And on Wowhead it says that the plans for Titanic Leggings drops in this Blackrock Depths so this may be a glitch.
