Every server had the same rules. Perhaps your server may have been backwards.
Edit: I'm well aware this is pre-TBC. I didn't imply this rules only exist during specific expansions lol. These rules have been around for about 8 years, they wont revert back because its a private server.

Then go ahead and greed while everyone else chooses need. Just because the system intended it to be one way, doesn't mean the playerbase will abide by it. Doesn't change the fact that my experience has always shown that you need valuables, greed trash. And obviously blizzard changed the system to prevent this continuing which ended up resulting in the disappointing individual loot system.
