It's better to play a level 1 twink anyway.

Hard to pull off the RP theme though. The lowest level NPC trolls are those in Coldridge, levels 3-4. (what TheRatKing went for) The lowest level NPC humans are those in Tiragarde, 7-8 (what verycoolguy went for). Lowest level dwarf NPCs are those in Mulgore, Bael'dun Digsite, also 7-8 (I have one dwarf paladin on the move for this one).

For the rest:

Lowest level gnomes are the leper guys outside Gnomer, 9-10, but they are in an Alliance area so making a gnome with that theme would be pointless as you can't be attacked by other gnomes/dwarves. Lowest level orcs are those in Redridge, but Blackrock clan is hostile to Horde Orc players anyway so you can't team up with them. Lowest level forsaken I believe are those stealthers in Ashenvale, levels 20-22 or so. And lowest level tauren... well, maybe the Grimtotem of Darkcloud Pinnacle in thousand needles, but only Horde players quest there, and they're also hostile to Horde Tauren.

Level 1 twink would have to be either a kobold for Northshire, a trogg for Coldridge, or some skeleton for Deathknell. Valley of Trials, Red Cloud Mesa and Shadowglen only have level 1 beasts, boars, spiders, scorpids, plainstriders and cougars.
