Yep. One might as well have a server that only has those 2 raids and nothing else, complete them/farm the legendary from each, and uninstall after that.
On topic: Probably not. Making a character just to do 2 raids seems like a really bad deal. Specially since if it's 3.3+ ,like all wotlk private servers I hear of, and you'll probably find nobody to do Ulduar, given that AoE fests in the level 80 'heroics' give badges that are on par with raid loot.
Wotlk was good to play up to patch 3.1, and nothing else.
3.2+ was badge gear invalidating all of tier 7 and tier 8, the beginning of 4 versions of the same bloody raid, and so on. ToC is the dullest concept of an expansion to date, to the point I used to joke about it constantly in trade chat.
ICC was an interesting raid in the middle of the cesspool patch that brought forth LFD (which prompted me to hit the unsubscribe button the minute I saw it). A good raid in an otherwise mediocre game? Yep, seems like the exact same deal you get right now in retail. Will pass on it.
If you want to find the specific patch that truly killed this game, there it is = 3.2. (though 2.3/2.4 already hinted at it)
