No, it is not considered changing game files. It is an art replacement. Much like loading an mp3 for a sound instead of the one the game loads, or loading a texture within a an addon instead of the one the game loads. It is the exact same thing. It's client only, is installed in the interface file, does not edit anything. Even with the textures, the admin of this server can at anytime, if they wish restrict the use of anything outside the use the loaded mpqs. I whole heartedly invite them to look at what I offer for download. They are also welcome to check wowinterface where I and quokka worked on them. The base files are still there in repository and will be indefinitely as textures don't break, they just need to be renamed, or redone to work with whatever patch.
Edit: I can also tell you there are already approved UI addons within this very site that use texture replacements just like Ai-Art and some of them, intentionally or unintentionally, have textures with metadata from Ai-Art.
Bottom line? You're not going to get banned for using a texture replacement like Ai-Art. Which, by the way, if you look into the dim dark past, was the very first texture replacement only type of addon. Quokka spent thousands of hours redoing textures for the game. He was also on the forefront in testing for making this possible for the entire wow community.
