There are some TBC sources, does it mean that Nostalrius was going to start TBC content or what?

They were, tbc was going to be their next project and they already were working on it. had a beta server up and going for it.

Offline server is better than source for programmers only or developers groups. But i can't see instructions for build my own offline server..

I used this to play around with basic mangos years ago.

Once you have it all setup its literally just running the server, login server and the database, then you can log in and play solo.

That repack you linked seems a bit outdated. If somebody wants to use MangosZero instead of CMangos fork, I suggest them to stick to the official github repository. Note that they have two branches in their repo (development/release).
