That was not google translated lol, in proper Chinese it says "Chinese wow players, please help with signing the petition, thank you."

There are plenty of Chinese players outside of China and I think there are ways to "jump over" the big firewall.

New development. Someone with a forum name of "the mad man whose teeth sweat" is delivering our plea to the Chinese nostalrius forum .

He's asking the Chinese players to try to be part of the 200k because it may not bring nostalrius back but it shows what the players want and its important to force blizzard to remember theirs true fans again when making future decisions.

He also explained the what why who of us are doing/saying what lately and how the whole situation is going. He then talked about why the Chinese participation on the petition is relatively low, he thinks its because of Chinese mentality of not used to signing petitions. Also there are those who would love to sign it and that using VPN they could bypass the block.

As you might also have guessed, all VPN and proxies are banned from signing petitions on change.org for obvious reasons...
