I thought he meant that Age of Empires and World of Warcraft require constant balancing fixes in regard to the current state of the metagame arrived at through competition by players and the game ends up being something completely different from what it originally was. I'm still not sure how that's different from League of Legends at all but maybe he has very "ambitious" hopes for where their development is heading toward a complete and final version of a moba game?
