I started a few days before the Nostalrius PvE release.
Well, for a "longer" amount of time the PvE Server had a max peak of like 1.5k (what elysium had in the first weeks too, but rarely). At "non-EU" hours there mostly weren't even 600 players online.
This got better over the time. A lot of people from the PVP server made an alt there, rerolled there, or even new players joined Nostalrius as a whole.
It got around 2k-2.5k around early January (iirc) and up to a peak of 4k-4.5k until the nostalrius shut down.
This alone proves, the PvE server was actually never really a ghost town. The release wasn't as good as people hyped it before, but it was a good experience nevertheless.
And until Nost shutdown it was the best experience you could get for vanilla. PvE wasn't low pop and wasn't high pop. It had a perfect population with only ~4k, and nostalrius planned (somewhere in the pve server announcement) to have it capped at that in the end.
Ofc people enjoy or love a high population like the PvP server, or dislike PvE servers in general, but you can't force the people who do, to play on the server type you personally like the most.
