Honestly, the TBC version of the Classic World would be perfect. Added enough quests to make questing in zones actually viable

This is a common myth. There are enough quests in the world to level from 1 to 60 purely through questing. It does require you to do dungeon quests and some quests that award large XP rewards are slow to complete as they require significant amount of travelling, so in many cases questing combined with grinding is the fastest way to reach 60. But it is absolutely possible to reach 60 purely through quests.
