It's all about damage control, because no permanent solution is possible. An account costs nothing to create, so there's nothing stopping them from simply making a new one, and coming back. I'd suggest a strong CAPTCHA on new account creations, to stop the form from being spammed by a bot, along with Email verification to activate new accounts before it can connect to the server. But this would only slow then down. It won't stop a Human from making a ton of accounts.
