I think that's going to be the only way to do it properly.

it will for sure be a database copy (a one-time snapshot)
Now that kinda works doesn't it. A serverwide snapshot of one moment in time with everything that exists and we can copy only what is seen. So that even if I create multiple dummy accounts with dummy toons, I cannot successfully get them through the gateway with items they did not have at time of snapshot. Yeah.
So our decision would be what we want to look like at time of snapshot. The only downside is...well that's not only a limited window, it's an extremely limited window sure to be followed by lots of whining. I wouldn't have any problem with this.
Maybe you need a practical example.
Say I have 2 60s (warrior and priest) and various alts ranging in level from 25 to 55. You take your one-time snapshot for the TBC realm.
Afterwards, I decide "Meh, I think I want to play a mage instead of my mains and play it on Vanilla and TBC". Oh, the mage is level 32. He has to be leveled from 32 to 60 on Vanilla and shit, he has to be leveled from 32 to 70 on TBC. Screw that!
The one snapshot approach will kill casual players that enjoy playing alts. The better system is just to copy characters when they want without the ability to transfer gold/items (other than what they are wearing and mounts). You don't want to ostracize a large chunk of the player base by implementing a retarded "one snapshot only" copy.
