Other servers think Russia is a country where Blizzard's legal department cannot reach. I don't know if this is true but with Russia's icy relationship with the U.S. it seems like it could be true.

They can shut down WoW retail and still do pretty well with Hearthstone, Diablo, Overwatch, HotS.
They did pretty much the same with StarCraft 2, i.e. sank it completely and nobody cares about it anymore.

The only thing you can do is to boycott all Blizzard's products.

The only way to play vanilla is to host it beyond the legal reach of Blizzard.

You're right. Momentum is important but it will also become a drag if it goes too long and people inevitably forget. And I was overly critical and pessimistic. Maybe the petition will change something. Not sarcasm. Although I don't see what, since the decision is still with Blizzard and they've been well aware of the sum of support for while now.
