There's two forms of "progression".
- Progressively unlocking content within the same "expansion" general frame.
For vanilla WoW (the first ever installment of the game) that would mean mimicking the patch progression of the original game over 1 and 1/2 to 2 years.
- Progressing to the next expansion when the previous one has finished its patch progression for a bit, ie opening TBC etc.
Now depending on how you do (or do not) implement each kind of progression there's still several questions to be answered, without mixing apples with oranges like you did.
ExamplesOption 1:
- Vanilla releases "complete" at 1.12.1 (the last patch in original WoW before the TBC pre-patch)
All original content is available to play and it stays like that indefinitely (for as long as there's interest).
- Maybe TBC and Wrath realms also release "complete" (at their last respective patch)

Option 2: (what Nostalrius was shooting for)
- Vanilla releases at patch 1.2 (content-wise) meaning not all content is available and gradually goes through the initial patch progression until 1.12.1.
- After Vanilla realm has completed its patch cycle, TBC realm opens at TBC starting patch (content-wise) and goes through progressive unlock of TBC content until its final patch.
- Players that have a max level character on Vanilla realms when TBC realms open, are offered an option to
copy their character to the TBC realm and progress with that copy through TBC.
The original character remains on Vanilla realm to continue playing whenever the nostalgia hits.

Option n:
- Pick a model of content unlock within an expansion (including the "all content available at start" option).
- Pick a mode of moving from expansion to expansion (eg, transfer character, copy character, realm itself "dings")
- Pick a mode of content reset or what happens with legacy realms that have been out a while (eg. they are closed, they have their progress wiped "season style", they are merged into other legacy realms)

1.6 (one and a half months after last patch)
- Blackwing Lair introduced
- Darkmoon Faire introduced
- Battlemasters introduced
1.7 (two months after last patch)
- Zul'Gurub (new 20-player raid instance)
- Arathi Basin (15-player resource battleground instance)
- Stranglethorn Fishing Extravaganza
1.8 (one month)
- Dragons of Nightmare - The four corrupted dragons from the Emerald Dream.
- Silithus - Totally revamped zone for level 60 solo players and 5-man parties.
1.9 (two and a half months)
- Love is in the Air - Valentine's Day support.
- The Ruins of Ahn'Qiraj (outdoor 20-player instance)
- The Temple of Ahn'Qiraj (indoor 40-player instance)
1.10 (two and a half months)
- Weather effects
- Tier 0.5 armor sets, relevant questlines and new summonable bosses.
1.11 (three months)
- Naxxramas, (40-player raid instance), a massive necropolis floating above Stratholme
1.12 (two months)
- World Outdoor PvP enhancements
- Cross-Realm Battlegrounds
