I feel its counterproductive if anything, because the success of Legion is something they need to focus on keeping moving. Announcing Legacy at this time does almost nothing to help them. A vast majority of people in attendance will have no interest in that type of announcement, but the whole world is watching to see how they can carry on after the disaster that was WoD. Its important Blizzard focuses on this, because if they do not, it can officially kill their flagship IP.
The "long ass content drought" that I agree will still likely happen even with the new pacing efforts, is not for another year at least if not longer. They can easily announce something for that when the time comes. If Legacy turned on today, it would coincide with a pretty sizable patch. Its a bit silly for Blizzard to even consider it, frankly.
I doubt anyone would come back to Blizzard as a whole though. It MIGHT get people playing live wow again, but surely anyone who has seen Hearthstone or Overwatch and might enjoy them would play them regardless of WoW's Legacy status.
It certainly would give everyone here what they have been waiting for, but I think the best answer to that question is to let Nostalrius relaunch officially. Blizzard gives them the OK and that's that. I would prefer Blizzard's server stability and tech team to be involved, but their development team will no doubt iterate on it in a way that purists will despise and we will just be right back to this problem a few months later.
Best thing that can happen is Nostalrius gets their blessing and maybe some funding. I would LOVE to see the progressive server concept where we can move to TBC after Classic etc, and I know that would be a major undertaking without Blizzard's development.
