Ol' Sooty not spawning.

So I just grouped up to do the Vyrin's Revenge quest in Loch Modan and have been waiting around 45 minutes for Ol' Sooty to spawn. After talking to some other people questing in Loch Modan it appears as though Ol' Sooty is bugged and not spawning correctly. Some people have been waiting for over an hour to no avail while others have tried 8+ times coming and checking and he is never there. Anyone else been able to complete the quest or having issues with Ol' Sooty spawning?

I have slain your monsta.
Several times.
So I know Ol' Sooty respawns fine.

Ol' Sooty spawns correctly and is killed often on both servers.
Perhaps you are looking in the wrong spot.
