Why blue PvP sets have stats from 1.11 patch?

Folks, why rank 7,8,10 pvp sets have stats that they should only receive at 1.11 patch?

it was a decision by the staff, not exactly sure why

I think the reasoning behind upgrading those items before 1.11 is that on retail MC/BWL gear was much more rare? I mean average server back then before AQ release had just like 4-5 guilds clearing bwl so guy with Ashkandi was like a god on bgs. Here on Nost we got 10 years of that content experience so pretty much every guild clears BWL by now given they got man power and gear to do it. Long story short pvp items needed quicker buff so ppl actually bother to pvp.
