An Unholy Alliance quest§

Trying to find out if a quest called "An Unholy Alliance" is bugged. It starts from a small scroll from last boss in RFK and tells you to kill an Ambassador Malcin outside of RFD but i cant find him and got word he might be bugged. Any confirmation available?
