Language policy change

Chinese players outnumber English speakers, Chinese players don't speak English and devs don't seem to want to seperate them to a diff server or punish accounts speaking non English in an English Channel so shouldn't they just change the policy to chinese only? I honesty see why they don't want to enforce the English only policy I mean why do that when most are speaking Chinese in general amirite?

No one complains when ppl post French item links but it's the end of the world to see [] in chat.

No what I mean is, since nostalrius clearly has so much trouble enforcing their English only policy, the man hours would be enormous it's not like they could just ban non English wow clients right? Why not just make Chinese the main language. They don't seem to have a problem with Chinese being spammed in regular chat so the next logical step would be to accommodate the majority
