It is not available on either realm.
The PvP realm is currently on patch 1.8 when it comes to quests and itemization, whereas the PvE realm is on patch 1.3

The neck will not be obtainable. Atiesh will be during its content release.

The neck is obtainable for once, keyl has it on pvp. On pve server it havent dropped yet.
