In order to get minor Recombobulator and Discombobulator Ray schematics you need to use http://www.wowhead.com/item=9279/white-punch-card which is supposed to drop from the mobs right infront of Gnomer entrance.

Now, I've done Gnomer 3 times and farmed those mobs for something like 4 hours now and not yet seen a key.
I've always gotten that key without even trying (on retail) so I thought it had a high drop rate.

Is there a chance that it is bugged and won't drop at all? Or am I just being horribly unlucky?

Would appreciate it if an engineer can confirm it actually drops

You also need a white punch card for a gnomer Q so not just engineers get this.

Anyway I've done gnomer on three characters and have got the white punch card either from the very first mob killed or at worst the second, the drop rate must be something like 80%.

You need to go down the lift so you are in the bottom part and you need to kill the elite mobs that are not actually inside the instance. Unless something has gone wrong recently this is very easy to get.

I am Horde, so there is no quest. However the card should still drop.

I've killed the non-elite mobs right at the top of the lift and I've killed the elite mobs right before the instance and by killed I mean farmed... no drop.

Ah if it is bugged I've wasted so much time farming useless elites

Yeah I've just gone there with my 60 and killed about 20 mobs and it didn't drop. So they've either 'fixed' it to make the drop rate 4% as that website says it should be and you're unlucky, or it's bugged.

3 manned Gnomeregan with some buddies just 2 days ago on PvE.
We all had white punch cards drop from the mobs just outside the instance, very high drop rate.
PvP only bug?

The white punch card is for an alliance quest, not for engineering. What you're after is the "Security DELTA Data Access Card". http://db.vanillagaming.org/?item=9327

Which is tradable and there is pretty much chances to get it from other engineers, because you don't really need it much after getting schematics, so check AH.

I do have "Security DELTA Data Access Card". However you still need White Punch Card to obtain the schematics! Taken from the comments on the link you gave:

"This item permits engineers with the otherwise required skills to learn the Discombobulator Ray recipe from the Matrix Punchograph 3005-B, as well as learning the recipe for the Minor Recombobulator from the Matrix Punchograph 3005-D. Note, however, that having the associated punchcards is still a necessity to access the punchographs."

As far as I remember, on retail, you did need the punch card and the delta card to learn the schematics. Perhaps here you only require the delta card. I will do a stealth run of gnomer and report back.

Edit: Well, I just got them. Not sure if I was plain wrong that u needed the punch card or if you needed it in another patch but apparently you only need the delta card. I feel so stupid right now.

The security delta access card is tradeable and has nothing to do with the punch cards which are for the alliance quest.

You do not need the punch cards to open #D to use the SDAC. It teaches you discombobulator. You can use the SDAC to open it and learn the schematic. You need to have at least 160 engineering to be able to learn it.

Mekgineer Thermaplugg also drops the schematic for discombobulator ray approximately 1 in 50 kills.

Minor recombobulator is a merchant sold schematic sold in short supply in Ratchet from Gagsprocket and Wetlands from Fradd Swiftgear.

That's really odd, probably done Gnomeregan on 4-5 chars and always gotten it on my first try. I was alliance though with the quest.
