Overpowered Green Item

So I did some research on Green lvl 60 items to find out the max possible Stats for them,

And according to my research, the max possible stat for a single item at lvl 60 would be 29.

However this item showed up a few nights ago being sold in world chat on the PvE server

This item has more Ranged Attack Power than Armor and the usual conversion for attackpower from a stat on a green item is 2:1.
ie: Green Strength item has 4 Str, Equivalent lvl Green has 8 Attack Power, (and yes there is usually a 1 point variance on items so 3 Str, and 6 Ap would be equivalents as well; There also seems to be a 2 point variance on items that are of every 10 lvls, ie, I have seen lvl 40 chests with 17 Stam and +19 Stam)

However given that the assumed maximum of a lvl 60 Green single stat is 29, to keep it relevant, 29 Agility which would translate for a hunter into 58 Ranged Attack power, I don't understand why it would 9 Attack Power higher at 67.

A person on the server was trying to make some argument to me that it was taking into account the possibility of a hunter have the +25% Agility Talent and redistributing the extra Attack Power to all who didnt have the spec and that Attack power items often outweighed the 2:1 ratio on the principle that Attack Power gives less as a whole, however after years and years of playing this game I have yet to see that be true except for this case.

Wouldn't it be overpowered if it was 64 spell damage? I thought +healing is normally a bigger number on items than +spell damage is.

There is no world BOE green with spellpower on it. Only with different schools of magic Arcane/Nature/Shadow/Fire/Frost.

My mistake, doesn't completely change what I said though. Try to find a green helm with +64 shadow damage.
Let me put it this way, the OP's helm has more raw attack power than even the Hunter Tier 3 from Naxx, that's why it's being dubbed as overpowered. The healing helm you linked gets completely outclassed by http://db.vanillagaming.org/?item=19132 , not that surprising since raw healing is always a bigger number.

The ratio for +healing to spell power is I think 2:1 or 1.5:1

The item I linked beats every helm I could find In Raw Attack Power, Searching Mail, Plate and Leather for all lvls barring http://db.vanillagaming.org/?item=16566 (Which takes not having a job and months to get) versus an item that isn't even blue and is levels below 60.

to answer your question: pure stats are valued much higher by blizzard due to the fact that a) stats can be increased by % by certain buffs (kings, zg buff, etc) and talents and also b) agility gives crit dodge and armor as well as melee attack power (making it largly superior for pvp)

so 67ap isnt ast strong as 29 agility, which for a hunter is also roughly 0,5% crit, even more with survival and kings. if you look at other items that offer crit+ap flat you will notice that they usually ive more flat ap than an equivalent agility item.
