questie has this on the map but the dude that is supposed to give out the quest doesn't it have it available and there doesn't seem to be any prerequisites.

is this for alliance only? because on horde i can't get it and i asked around and others said they weren't able to get it.

I'm having the same problem.

I was able to get and complete the quest normally on an alliance character on the PvE server.

Now, my horde character on the PvP server (at lvl 46) is unable to get the quest after finishing just about all the STV quests. I asked guild members and several of them confirmed they were unable to get the quest as well.

Any info on this would be appreciated!

yeah i opened up a ticket in-game and the GM said that the npc is working as intended because there was nothing on the bug tracker about it. Idk what the gms are smoking lol.
