When Do The Servers Reset Daily?

A quick and simple question, not based on your time zone but based on the server time, at what time daily do the vendors restock and the server is basically reset, can anyone enlighten me?

the vendors do not restock at a specific time, each item at a vendor has a specific respawn timer (mostly some hours)
there is somewhat of a server reset at around 2pm ST where instance resets happen (e.g. ony / zg or on wednesdays MC + BWL)
