Technically there is no limit as to how many can get it. Everyone who hits the gong outside AQ within 10h of the first will get the mount. However, most guilds will only be able to loot 1 head from broodlord and 1 crystal from Nefarian per week so you will likely only see 1 mount per top guild (maybe 2 if they run multiple BWL groups).

The mount and title are given to any player within 10hrs of the gong being banged for the first time.

You also have to remember, most of the quest items for this quest is ONE person loot. This means each raid reset for each raid, only one of the 40 people may get the quest items. I am sure plenty of guilds will have a scarab lord and the mount, but for one or two people. That is, if it is scripted right.

Is Head of the Broodlord Lashlayer for http://www.wowhead.com/quest=8288/only-one-may-rise will drop for everyone in raid or only for one player ?
Because Head of the Broodlord Lashlayer was drop for everyone in 2.3.2 !

The difficulty of getting the mount isn't items like Broodlord's head being on a one week timer.

Almost the entire difficulty of getting the mount is getting neutral with Nozdormu before AQ opens, which involves slaughtering and collecting around 20,000 bug parts from the elites in Silithus, the single longest and most significant grind in all of vanilla.

It'll take one person weeks to collect all the bug parts, and that's if they have 4-5 people helping them farm for hours every day.

This, the limiting factor will be the grind.

Grinding the shards on the green dragonflight part of the chain has the most atrocious drop rate, and assuming multiple guilds will be farming these areas constantly I don't see too many end up getting past this part, unless they are extremely lucky with getting them.
