Phasing in zones? Clustering implementation?

Last night a small pvp raid I was leading to Stormwind from Burning Stepps. When we left Red Ridge Mountains and entered into Elwynn Forest, we all noticed that the people in front of them vanished and then reappeared as we crossed the invisible line between the zones. While strange, if that was the extent of it, I would have no complaints. However, it happened again INSIDE of Elwynn forest on the road as we neared Gold Shire.

My question is, are they testing clustering of the zones or are they clustering inside the zone itself? My understanding was that they were only going to cluster the instances/raids and the continents, not specific zones to avoid the aforementioned event from taking place.

This is not the clustering they're working on. Zone-phasing like this was implemented at least 6 months back (maybe even since start?). Some zones like Elwynn and Tanaris are kinda badly done though, causing many players to be frustrated because of stuff like mining nodes disappearing when you move closer to them.

Yea, I have experienced it in Tanaris and it's horrible. I'd like to see them move away from that, because it looks really bad.
