Is lag always this bad?

Seriously, this is ridiculous. I just made a character on the PVE server (I was playing on the PVP server) and this is what it's like nearly 100% of the time:

Ok, so I've done some testing, and it appears that it lags like this on the OS X client, but not the windows client (I have a bootcamp partition of windows 10 on my mac). Interesting, going to look further into why the OS X client lags so much more.
