How to complete the guild signature

When I want build a guild，I submit the guild name and paid 10 silver coins, Then I got a "Guild Charter" in my bag! But when use it in the other characters who does not belong to any guild, It doesn't work! Why? Who can tell me how to complete my signature? THKS

Make sure the charter is in the first bag. I seem to recall that you can't get sigs if you put it in another bag.

Also, I remember having trouble getting sigs when I logged out and logged back in. Try to get all your sigs in one sitting.

This appears to be a bug that many people are experiencing.

The problem is that the [Guild Charter] is not right-clickable. There is also no tooltip when the mouse is hovered across the icon.

The item is, however, linkable in chat.

I have tried to make a macro to open the item with no success.
