Only Switzerland and Spain would be an upgrade from France.

Spain is just as co-opted, and with the TAFTA it'll make little to no difference. EU countries will have American laws forced upon them.

Mexico and Canada are part of the NAFTA and that includes standardized corporate legislation, including this copyright issue.

Edit:
Written above is slightly exaggerated, however the most extreme measure that was done in Russia regarding shutting down any service at the state level is just blocking the access to this service by user's (Russian ones) ISP.
So technically it will end up just forcing all Russian players to play through VPN.

nost themselves are being sued not just the server, so the team can't simply change server location. Someone in Russia or china will have to legitimately steal the code to save this server

The source code is written from scratch and not stolen from blizzard servers. (Mangos base)
The project is not commercial aimed at all.
Hosting outside EU and/or US will make this project untouchable. (please let me know why it won't)
The only thing that would break blizzard's eula is modifying client by players. (Realmlist)

Their EULA/ToS means nothing. It's just their treehouse rules for playing in their servers, which is something few of us care about considering how garbage retail WoW is. They can ban your retail account for breaking EULA/ToS.
My frozen account is still unbanned, they can ban it, block it, put rubber horns on it, fuck it and call it sexy little bunny and it would still be the same to me.

then state the owner of the company is in Russia. They cannot sue you if the company is a russian company.

China's a great alternative. China doesn't believe in virtual copyright and this country is notorious for blatant rip-offs of shit. They even ripped off Disneyland.
