It's not completing a quest though its an item to start a quest that drops from the boss- it's like killing the bwl attunement letter dropping mob in a raid group.

As I recall, BWL attunement is a (Raid) quest, Ony attunement is not. I believe that is the distinction you're looking for. If the quest is not classified as a (Raid) quest, you will not be able to complete it or obtain it while in a raid.

I don't have time to research whatever it is you mean. Is it a boss drop that STARTS a quest? Then yes, it should drop even though you're in a 10-man. You could always go research it yourself, try db.vanillagaming.org or one of the other databases...

If you are Alliance and have not completed the quest yet, Overlord Wyrmthalak should drop "General Drakkisath's Command" letter regardless if you're in a raid group or not.

It 100% does drop in a 10-man group. I've done it on 2 of my characters.
