can you still buy rank gear even if you de ranked??

Pvp gear vendor is always based on highest ranking achieved right? I still remember so if you ranked down you could still buy the pvp gear.
I know it does work this way in nostalrius, back in the day retail and feenix but I just wanted to re confirm.

Players may no longer purchase items that require a PvP rank unless they meet the rank requirement at the time of purchase. patch 1.7

Its based on highest rank achieved, since the server is basically on 1.12.1 but just releasing the content after a specific timeline with edited databases etc.
