I suggest you read the thread it self before giving a vote, there are critical parts you need to acknowledge in every choice

Custom servers should focus on making things move faster (max level asap, etc.) Lowing respec cost and other quality of life issues.

What? Hell no.
Why should that be even focused? Custom servers should focus on adding custom content, making the game more interesting, not simply more easy.

i would make it so that there is much less importance on equipment, maybe lowering every equipment piece to 10% of its original effectivness, or whatever, just make it so that discipline organization and experience will be decisive in battles
what vision i have in my mind is that 'equipment' doesnt directly increase any of your stats, imagine vendor armor with no stats but more importance will be put on 'utility' value items, and different situations will require different utilities so it is up to you or your commander to think it over and make decision which utility will is likely make best result for each battle
the great pvp gear could be a badge of honor and long experience in battle, i would make it so that it adds no more than a little bonus like + 1 percent crit and 10 stamina from the entire set, or just purely utility bonus, or a bonus where if you wear it in a group everyone gets morale boost (+3% health +3 % damage, or 5% bonus to movement speed, non stackable),
the players who wear this gear would probably be difficult opponents not because of the OP gear(that wouldnt be op in this case), but because of the experience they have from obtaining this gear
