With the recent Update to the TBC PTR, players can now choose instant 60, 65, or 70, while only being able to collect Level 60 Pre-TBC gear from the venders.
The PvP Marks have no been returned, however you can still go purchase mounts from their respectable Factions trainers.

Did you even read the post? You can't buy BC PVP gear without honor AND marks... You can't buy the PVP mounts without marks either.

And how are the players going to test the Resilience mechanic on older gear? Only PVP and barely any PVE gear from TBC have resilience, which is a TBC mechanic for PVP. You said pre-TBC gear. That will not work for testing resilience. Need marks of honor or Halaa battle tokens for most of the resilience gear out there.
