Could not apply developer's position

Hello, I was trying to apply developer's position via https://en.nostalrius.org/organization but when it redirects me to forum it says that I cant use this feature (as far as I understand "private massega" feature). What should I do?
I'm experienced game developer, so I think I'll be useful for your team.
